Instead, they are much more like a company, an organization purely based around loot, profit and the protection of their brothers and sisters. Pirates are not a faction, they can't conquer nations, they offer no opportunity to settle your family with them and they do not have a real government. Yet we want pirates to be a completely different play style, much closer to the reality of piracy. Pirates introduce a measure of chaos in the game and provide a permanent occupation for navies around the world. We want to add piracy as an option for game play reasons, we think that the way gamers (and perhaps especially free to play gamers) will play the game makes a resurgence of piracy possible. The Pirate Factions are the least historically accurate aspect of Rulers of the Sea.
